Coming from my S3 to S4 I was able to download all my previously paid apps for free on the S4. You find those apps in PlayStore in the My Apps part, just click the All tab, it had apps there that I'd installed even on my Xperia X10 back in 2010. * +

I rooted and restored my backups. since then, everything looks ok.. *
