try the sim in another phone which is orange or unlocked... If u have signal then it isnt barred... U normally have 2 weeks to pay your bill after billing date of contract... If u dont pay they bar u. Also u can try a firmware update if u have web access... If u dont just take it back... S.e have 24 month warranty n the fault u have mentioned is common in older stock w995 which is old firmware * +
