For instance Game engines are coded to make use of PhysX or Mantel. But Hardware includes about everything else in a pc, not just a GPU and game controller. But I don't think any game has a specific support to any brand of keyboard.

Okay, now how do you convert a console game to PC? Lets keep it simple and restrict your answer to one OS edition like Windows 8. Lets also assume that the PC it is built for only has internal graphics so you don't have to worry about how the PC communicates with a graphics card. No pipes, No Buses or anything complicated. Lets also assume that it has 4 Gigs of memory. Come on, I want details, step by step. Not another darn Google search. (facepalm) * +

In this case and the point YOU were making about THE REASON Rockstar delayed the PC version is, you said, because it takes longer to make for the PC. Now yes, the game will need a different UI, menus, mouse and keyboard support etc... but considering they were working on the PC version while developing the console versions, it shouldn't be that big of a task.

So to answer your question... In the compiler, change the setting from Xbox 360 to PC and hit the compile button * +

To compile source codes you need IDE. And IDE are applications too. So basically you use an application to create another application. For any further assistance you can always search google or ask your mom. * +

It takes longer to make a PC game because you have to make it compatible with two major brands of CPUs, video cards, all kinds of different memory cards and more drivers than you can shake a stick at. And let's not bring up all the peripheral devices like keyboards and monitors. Heck, then you also have to consider all the background programs that may be running.
