Depends on your distance from the screen. 1080p pixels per inch (2751 PPI squared) on a 42'' screen is exactly the same amount of pixels as what is on a 4K 82'' per inch screen. Get close to a 42'' inch 1080p screen, like if you are using it for a monitor, and you will easily see all those individual pixels.
Bottom line though, I'm pretty sure that 4K is only used on screens where the viewer(s) will benefit from it over other lower resolutions. * +

Another thing that will be a huge benefit for 4K screens is passive 3D tech. I can easily see the alternate black lines on my 42'' TV when using 3D, even though I am 6 feet away. With 4K I wouldn't be able to see them at all on a 42''. * +
