Depends on how bad it is. Needs running through a proper disk remova machine. Most likely it'll make it less visible and hopefully playable * +

Is it a laser burn or schmut? Why do I ask, DVD lasers use milliwatts, a laser that will cut plastic will use hundreds of watts.
Clean DVDs with warm soapy water. (Okay) * +
