yes you can, but its a ipa file so needs to be added via itunes on pc then syncd to your i device, put the ipa file in My Documents-My Music-iTunes-iTunes Media-Mobile Applications on pc then open itunes, the double click that ipa file, it gets added to itunes and then you can add it to device, your device needs to be jailbroken unless you download opera from itunes on pc * +

Or just put your .ipa file into the following directory using iFile ... var/mobile/Documents/Installous/Downloads ....then install via Installous. * +

You can also use iFile to directly install .debs,select the .deb file required and you will find install in the options
