In a few days when the jailbreak is released you can, there's an app in Cydia called BlackList and let's you block numbers * +

I've never tried the ones from the AppStore so I'm not sure, BlackList on Cydia works. That's all I know * +

the one from app store are fake even blacklist confirm on there website that there app is not in the app store, plus the one in app storee does not work. read the reviews. *
