Seems to be a driver related issue. Have you restarted the pc after uninstalling iTunes and before installing the new version? That trick works more often then you think. * +

Some times apple products won't connect first time in USB ports, try different ports, what I find helps is paint iTunes and plugging the device in to the pc, that should automatically bring iTunes up *
