For 30k budget you may not get a laptop with a discrete GPU. There are some Z560 models of Lenovo. The most basic-Z560 doesnt have a dedicated GPU but there are 2-3 Z560 which have GT310M and an i3 cpu (1st gen). Confirm it in your city. * +

Without GPU there are some decent models like Lenovo G570 (2nd gen i3, 3GB RAM, 640GB HDD) and Z460 (1st gen i3, 2GB RAM, 640GB HDD). The G570 will be around the 30k mark while the Z460 at around 27k or lower. Both are decent. * +
