A firewall or router can block an IP address. Just don't block 121.45, because you would be blocking yourself. * +

Correction.. Blocking Port 80 would disable your internet connectivity. NetLimiter is THE best, Hands Down at shaping your bandwidth, And.. Blocking certain connections and IP's. Best of Luck. * +
