if you used windows Enhanced encryption and reformatted its gone forever! As it uses a combination of machine i.d.,password,and hardware profile. *

There is no practicle way to recover an EFS file. The only way maybe would be to use system internals utility and match the profile of the old windows install. *

Infact don't bother unless you rename every part of the new install correctly..which you'd need a few tools for it won't work..unless you have an image of the old system saved? *
