I don't know what the problem is. Something sounds wrong from what you have said. Then there is a very similar problem here ([link]Click:http://answers.microsoft.com/en-us/windows/forum/windows_vista-system/vista-will-not-start-cant-find-os-system-restore/5fff19c1-6477-4cde-9577-bbd7e6cd65f7[/link]) where people suggest a hardware fault.
Personally I would get hold of a Windows disk and try to install a fresh copy of Windows. If I wanted to try and keep any data I would, before installing Windows, take the HDD out of the laptop, hook it up to a desktop and copy stuff over. * +
