If it's an .exe file which is most likely (rather than .ext) especially anything called 'setup.exe' it should only be opened and run on a PC - few, if any, phones will run .exe files, If you transfer it to a PC, the PC will almost certainly have a dedicated zip application which will open the archive, and you would then be able to run the setup executable within it. * +

its a phone unlocing calculator as garion said, its a pc program iv just tested it, it cant be run on a phone, also its not even zipped * +

Ah, good info @e11t I didn't try downloading it - the file extension is probably listed as 'zip' to get around certain file hosting restrictions, as they often don't allow the uploading of .exe files. *
